The silence is only half an hour and it is clear in Rev 9 that that the total time (or HOUR) is 5 months.
Joel was being referenced in relation to the Holy Spirit speaking through the Elect(those saints who go marching in), and I am not sure if there is timeline on that part, it's obviously AFTER satan arrives, but before the witnesses are slain.

This has to be the 144 thousand who are not tempted at all. Cause verse 2 addressing that church that also found favor are different wording all together.
